Policy dialogue versus a Narrative impact strategy
At Konsisto, we believe in the potential of narrative-driven impact strategies to address complex societal issues. Through our work with organizations like Mimeta, a human rights organization advocating for artistic freedom of expression, we are uncovering the incredible power of storytelling to reshape societies and amplify marginalized voices.
At Konsisto, we have been collaborating with Mimeta to explore how their partners understand and utilize narratives for social and political transformation. One of the key insights from Mimeta’s 2022 survey of partners reveals that narrative change is central to their work. There is a growing consensus on the potential for narratives to drive social change. However, the challenge lies in scaling these efforts beyond local and professional circles.
As access to traditional policy-making channels becomes increasingly restricted, narrative impact strategies are gaining prominence. This shift is particularly critical in regions where public interventions for policy change are limited or non-existent. The focus is on creating powerful stories that resonate across different communities, while simultaneously decentralizing access to culture and creative expression. This approach is about empowering individuals and communities to take ownership of their narratives, shifting the power dynamics around creative expression, and building narratives for change through creative storytelling. The goal is to make sure that cultural expressions extend beyond major urban hubs and reach marginalized communities.
Initiatives like Action for Hope, which empowers young refugees to share their personal stories of displacement and oppression, and Beirut DC, which uses independent Arab cinema to support social, political, environmental, and cultural movements in the Middle East, demonstrate the transformative potential of narrative impact. These efforts not only provide a platform for underrepresented voices but also help shift the cultural conversation around important issues.
However, narrative impact campaigns are complex and can take years to materialize. One example of such a long-term effort is the "Album" project, which focuses on LGBTQ+ acceptance in Lebanon. Despite challenges like economic collapse and political unrest, this project has reached millions of people and sparked crucial conversations on acceptance, equality, and understanding. It demonstrates how a well-executed narrative change campaign can have a lasting impact, even in the most difficult environments.

We recognize that storytelling is not just a medium for entertainment; it is a tool for education, activism, and profound social change. Another challenge is the lack of diverse storytellers, which makes it critical to support activists and grassroots movements with lived experiences. Moreover, scaling narrative impact can place a significant strain on organizations, as leaders must manage the complexities of growth while navigating institutional and cultural barriers.
Addressing systemic issues is another challenge. Scaling narrative change requires addressing the deeper systems that hold social inequities in place, such as policies, laws, and institutional practices. This means that the focus must shift from merely expanding efforts to a more profound transformation of society’s institutions. Cultural barriers also play a role in limiting the effectiveness of narrative change campaigns. Achieving meaningful and lasting change requires a shift in people's values and cultural practices, a process that is time-consuming and challenging but essential for long-term transformation.
As we move forward, it is clear that to overcome these challenges, we need a more flexible and innovative approach. Investing in diverse storytellers, building strong networks, and focusing on systemic change are crucial to the effectiveness of scaling narrative impact.
